Reglament & Rules


I. General provisions and definition of terms

1.1. The Inter (International) Short Film Festival (hereinafter - the Film Festival) is created with the aim of supporting and developing film art , as well as presenting films from around the world.
1.2. The film festival is held in annually on the basis of these Regulations. The First Inter (International) Short Film Festival is scheduled for the period from February 15 to February 28, 2023, online on the YouTube channel.
1.3. The program of the Film Festival is currently includes only competition program.
1.4. For the purposes of these Regulations, the following terms and definitions apply: Short film - a film with a duration of no more than 30 minutes, which meets the requirements in rules;

II. Competition programs

2.1. Participation in the competition programs of the Film Festival.
Applications for participation in the competition programs of the Film Festival are accepted from any legal entities or individuals who have reached the age of 18, without any restrictions with regard to citizenship and place of residence (location), who are the authors of an audiovisual work that meets the requirements of these Regulations, or at least have a sufficient amount of property rights for filing an application and granting permission to the Organizer to use such a work within the framework of the Film Festival.
2.2. The International Competition Program allows for participation short film (1-30 min) completed after January 1, 2020.
2.3. The International Competition Program starts accepting application on April 5, 2022.
2.4. To apply, you must fill out the online form and provide the materials before of January 20, 2022.
2.5. The winners of the International Competition Program are determined in the following categories:
• Best Short Film
• Best Ukrainian Film
• Best Student Film
• Best Experimental Film
• Best Music Video
2.6. Information about the final list of films participating in the International Competition Program and winners are published on the official website.
2.7. No financial remuneration provided.
2.8. Any decisions must be considered final and cannot be disputed.

III. Rules

3.1. Filmmakers are responsible for sorting out the copyright on their own materials.
All commercial/private property including all trademark, copyrighted materials shown or recorded on the project is the responsibility of the filmmaker. The Film Festival will NOT take responsibility for any infringement of copy-written materials.
3.2. The films must include English subtitles (unless the spoken language is English).
By submitting the film to participate in the selection to the program, the applicant guarantees the participation of the film in the event of its selection, and also undertakes to help the festival in organizing the screening and inviting the creative crew by providing all necessary materials, film copies, subtitles, etc.
3.3. By submitting your film, you agree that:
3.3.1. Film Festival can use parts of your film (including trailer/teaser/film poster) for promotional purpose.
3.3.2. You cannot withdraw your submission after the official selection.
3.4. All submissions for Film Festival are to be paid through FilmFreeway platform. The submission fee is non-refundable. Applications deemed to be invalid will not be refunded too.
3.5. By submitting to us you agree to our terms and conditions and to receiving marketing newsletters and discounts about film festivals in the form of emails. We will never sell your information to third parties.

IV. Intellectual property rights and guarantees

4.1. The fact of submitting an application on the basis of these Regulations for participation in the events of the Film Festival program means that the person who submitted the application: carefully read the provisions of these Regulations, including the requirements for films / film projects that can participate in the Festival, and confirms that they fully understand and accept them; confirms that they have sufficient authority to file an application and this action does not violate the rights and / or legal interests of third parties; and agrees to grant the Organizer the right to authorize access to the film / film project to the members of the respective juries, and in case of selection - the right to use the film / film project through a public demonstration within and for the duration of the Film Festival.
4.2. The person who submitted the application and submitted the relevant materials to the Organizer on the basis of these Regulations shall be solely responsible for any claims, law suits, demands of any other kind made to that person and / or the Organizer in connection with the use of those materials within the framework of the Film Festival, and immediately compensate the Organizer for all costs that have arisen or may arise in this regard.
4.3. The Organizer guarantees that it will not use audiovisual works and other materials of persons who have submitted applications in accordance with these Regulations in ways not specified in these Regulations.

V. Final provisions

5.1. In the event of disputes arising in regard to these Regulations, they shall be resolved through conscientious and constructive negotiations between the conflicting parties.
5.2. On all issues not regulated by these Regulations, the Organizer makes separate decisions, and communicates them additionally.
5.3. The provisions of these Regulations may be supplemented and/or amended at any time with subsequent publication on the official website of the Film Festival. The Organizer will not inform in advance about such changes.
